The team explained that long-term player goals have become increasingly important for keeping players invested in the Rust Belt. According to ARC Raiders Coins the developers, several progression features require additional development time and cannot be properly refined while maintaining the previous rapid update schedule.
One of the most important statements involved expeditions directly. Embark specifically mentioned plans to make expedition projects "more rewarding and less punishing."

The studio also stated that players will begin seeing the "first steps" of these changes very soon, which strongly suggests the next expedition cycle could already contain significant updates.
Why the Timing Matters
The wording used by Embark is particularly interesting because the studio recently announced a slower cadence for larger updates. Normally, that would suggest major progression changes are still months away.
However, the developers repeatedly emphasized that players will hear more "very soon."
Expeditions currently operate on roughly two-month cycles. If the next overhaul does not arrive with the upcoming expedition window, players might not see it until late summer or even October.
That timeline does not seem to match the studio's language.
Because of this, many players now believe Expedition 4 may be the first major testing ground for the revamped progression system.
